SGML declaration: large character numbers in DESCSET

Large character numbers (values greater than 255) in the DESCSET parts of the SGML declaration are allowed and these values are ignored without complaint.

Thus the HTML 4.0 DTD, among other documents, can be processed. Large characters entered and processed as UTF-8 or other multi-byte encodings will be processed correctly.
